He is licensed to practice law in Massachusetts and the Federal District Court of Massachusetts. Mr. Milligan graduated from Allegheny College with a B.A. in Political Science and from Massachusetts School of Law with Juris Doctor degree. At Massachusetts School of Law, he was a member of Law Review. Mr. Milligan has been in private practice since 1998. His lawyer practice is concentrated in the defense of individuals charged with Operating under the Influence (OUI, DUI, DWI) and drunk driving related matters. Prior to private lawyer practice in 1998, he prosecuted cases for the Plymouth County District lawyer's Office, the majority of which were drunk driving cases. Additionally, prior to private practice, lawyer Mr. Milligan was a law clerk to Superior Court Justice Carol Ball and Superior Court Justice Peter Agnes.
